With the technology currently available there is no reason for those buying
or selling ever to be very far from a photograph, a very good description or
indeed someone who has such knowledge. There is a need, as was mentioned
earlier, for a single database run by an organisation that can '
aggressively disseminate ' that data, passive is no longer an option. The
auction houses are very lax in asking the pertinent questions and unless the
piece is very high profile very few questions are asked. Dealers and their
clients need to be aware that ignorance born of lack of enquiry is no longer
a defence against trading in cultural artefacts.
As for fund raising, the industry is awash with money at the sharp end, time
for some of it to be ploughed back in to the cause.
There is an epidemic of the lost or stolen artefact coming, if we don't act
now it will be too late, but hey, you could unsubscribe and stick your head
in the sand.

Although I am no longer involved in Cultural Property Protection, I like
to keep abreast of what's happening. After the Gulf War, I believe ICOM in
partnership with private funding, published brochures based on what was
looted. I would think that this would be a reasonable use of both private
and public funding. These brochures, or better yet, an Internet database
maintained by ICOM, with access to museums, the trade, police, etc., would
alert potential legitimate buyers.
